There is a possibility of a clash between the officers over the shifting of the Central Paramilitary Force ‘CRPF’ Recruitment Training Center ‘RTC’ at Hamhama, Srinagar to Lethpora in Pulwama. Till now this training center has been in a safe area. There was no terrorist attack there, while Pulwama is considered a stronghold of terrorists. During the year 2019, 40 CRPF personnel were martyred in the terrorist attack in Pulwama. Now setting up a training center there is not less than a big risk. The officers or jawans who had transferred from other units of the country to this center in Srinagar thinking that the children would get good education there for a few years, now they are afraid that where they will teach the children in Pulwama. There is no better school nor any medical center in Lethpora. Cadre officers allege that till now the officers of this center have been looking after the mess and other facilities by the DIG level officers. IPS officers want all this to come under their direct control. He had his office here. The work of the rest of the training center continued at Lethpora in ‘Pulwama’.
Terrorist affected area
There is no special facility in the CRPF center at Lethpora at present. There, induction training is done for those soldiers of the force, who get posting in Kashmir for the first time. These are not recruits, but experienced soldiers of the force. Their training is only for one and a half months. Former officers of the force say that at least the group center should be such that there is a capacity to accommodate 5-6 units and provide resources. It should have sufficient space for various offices belonging to the force. Lethpora Centre, does not meet these criteria. There the force’s campus is also about three-four kilometers from the main road. For this, ROP ‘Road Opening Party’ will have to be organized there all the time. The area is considered to be under the influence of terrorists. Training new recruits there will be a risky step. In December 2017, there was a major terrorist attack in which five CRPF personnel were martyred. Three terrorists were also killed in that attack.
Officers’ personal interest behind shifting the center
HR Singh, former ADG of CRPF, says, this is a thirty-year-old training center of CRPF in Srinagar. The Union Home Ministry and CRPF Headquarters should reconsider their decision. This type of center is right on the main road only. The center of Lethpora is within four kilometers. It is a terror affected area. Chandrasekaran, a former CAPF officer, said training is compromised in the face of administrative issues in the force. The result is equally bad. Shifting the training center is a rash and imaginative decision. Ranbir Singh, a senior official of the Confederation of Ex Paramilitary Force Martyrs Welfare Association, says, “Our organization opposes taking these centers to Lethpora. IPS officers come for a few days, but the force has to bear the brunt of their wrong decisions. So far more than two hundred crore rupees have been spent on the center of Srinagar. This decision, filled with personal interest of some IPS officers, should be withdrawn immediately.
A move that endangers the lives of recruits
Former officials said, there is only one purpose to move the training center from Mehfouz area of Srinagar to Lethpora. That is to bring the officers mess and other resources of the center under the control of IPS. So far, about 25 thousand recruit ‘officers and jawans’ have taken training at the training center in Srinagar. It was set up when militancy was at its peak in the Valley. Former officers have alleged that IG Charu Sinha, Srinagar sector of CRPF, wants to shift this glorious training center from here. He has also admitted that the area of Lethpora is a terror-affected area. It is also quite inside from the main road. Despite this, they are adamant on shifting this heritage of CRPF from Srinagar. Navarakshi Training Center in Srinagar is a major training centre. Here the recruit is cast as a tough warrior. This move of the present IG is endangering the lives of more than 1,600 unarmed recruits of the training centre. Along with this, the lives of the families of the jawans and officers who are recruited, are also being put at risk. Sources in the force headquarters tell that a formal decision has been taken in this regard. The opinion of several officials has been taken in this. However, the said officer did not say how many IPS and how many cadre officers are included in the opinion.
